This practice of negotiating the internal political will first, and then searching for knowledge supporting this point of view of the party, is not limited to the party of CSU, but has also been shown by the two other parties in the Bavarian Parliament at that time. For example, during a hearing with scientific and other experts, one representative of the Green Party reacted to the recommendation of one expert with the statement: "We will consider your suggestions, discuss them and if they do fit from the Green side, so to say, into our education-political concept, then we will include them in our propositions for the amendment” (ANHÖRUNG 69.Bl (04.07.2002),14 WP, 8).
A SPD-politician made the following statement on this matter: “[..] We want to make politics, we don´t want to comment on scientific publications, right? This is a very basic question, and if we want to make politics then we do it according to our programme. [..] And we have to make politics actively, which means we have to try to realize these points. We don´t wait until some university has written something and then start to make politics, but rather we have our central topics and around these topics we are searching for, if it makes sense, some professional assistance” (I9: 444-447).
