Consortium
The consortium consists of twelve research teams from eight countries that are either members of the European Union (Belgium, France, Germany, Hungary, Portugal, United Kingdom, Romania) or associate state (Norway). The Université catholique de Louvain (Belgium) provides overall coordination. Each team covers one sector, education or health.

End Users
The creation of an end user advisory board at the international level reflects the intention to develop an integrated project not limited to scientific considerations. We establish also national end user board. We will meet at least four times the international end user baord during the resaerch. Each national team will meet at least three times during the project his national end user board.
The idea is to develop the debates between end users regarding the relationship between knowledge producers and policy-makers. The end users are political authorities, administrators, persons responsible for professional groups, knowledge producers, journalists, and so on.

Experts
As the consortium does not cover all parts of Europe, external experts will be invited periodically to participate in cross sectoral and cross national syntheses. These experts will be specialists in policy learning. They will be chosen for their specific expertise in sectors and/or countries others than those studied in our research. Such a strategy will extend awareness of the consortium into other sectors and countries, and it will also contribute to the dissemination of the results of the research as these experts will transfer our research to their own scientific communities.
